In the summer of 1979, key leaders from 20 missions met to consider launching a united inter-mission effort for advanced biblical training in closed countries. Five of those missions initially agreed to cooperate in developing a comprehensive training program for laymen who desired to become church leaders, resulting in the Biblical Education by Extension (BEE) curriculum model. This effort grew to 12 participating missions. This BEE curriculum and the years of ministry experience are the basis of the Internet Biblical Seminary (IBS).

The BEE curriculum has been taught and distributed in printed form to many parts of the world. However, printing and distribution are expensive, and they often risk the safety of those who transport the books as well as the students who must hide their growing libraries without detection. With Internet and Web technology, courses can be developed in a way that students improve their retention of course content by up to 60 percent. For these reasons, in 2000 IBS was established to provide a safer, less expensive, and more engaging course delivery option than printed books.

IBS emerged out of an existing on-the-field ministry involving over 13,000 students in more than 10 countries. It is linked with a current team of facilitators and students who are already involved in discipleship training. This guarantees not only that the courses will be used, but it also gives IBS a network which can multiply to hundreds of thousands, even millions, of students.
